Soo, if you're not going to attend, why do you care? If you did, or looked at the rest of the issue, you'd find out that Dagorhir and Ragnarok aren't imposing these rules and licensing requirements, the campground is. They require that businesses, even temporary ones that are going to operate there do so in compliance with Pennsylvania state laws, laws that are better geared for permanent businesses than the kinds of things we do. Hence the hoops and costs that several people have mentioned.
I too remember the days when Ragnarok was simpler - I even remember when our first merchant showed up. Boy that was a surprise. And she came back, and over time more merchants came, offering more wares, year after year. Now with the new site, we’ve got added rules and costs, yet somehow we’ve got even more merchants offering more stuff. Correct me if I’m wrong, but there were something like 20 merchants last year (some via consignment, others sharing booths, etc.). Sure some were Pennsic folks opening early, but others have been with us for years.
So while there’s always going to be someone selling off some spare weapons or garb on the side, there is a fine line (or slippery slope) between that and evading the campground’s rules. And let’s be honest, their rules are mostly about having insurance so that they’re not sued, and complying with onerous state laws (so they’re not charged with tax evasion or whatever). And we, by attending an event there agree to work within the site's rules.
