<<<<It might benefit you to pick up D-ring belts instead of buckle belts. They're a bit easier to use and only slightly less secure. Cutting the holes off of a buckle belt might make it to short to use, depending on your belt. I know in my local area, there isn't much by way of long belts. I have crappy stores around here. XD
<<<<If you have a family dollar anywhere close to you you can get 48" belts for 8 dollars.
two of those is 96" that should be plenty big enough fo almost anyone.
Getting two belts and sewing one to each corner of the cloak is by far the best way to go if you are trying to make a GoT styled cloak
