4.5.3.15.2 - Arrows may not easily pass (<0.5") through a 2.5" diameter hole. The softer padded face of the arrow must be at least 2.5" wide in all directions. The stiffer structural base foam must be at least 2" in diameter where it meets the open cell face foam.

My arrows that used the FF kits have passed the 2" base rule, though just barely.

I should probably clarify that it was likely only due to the tape used as part of construction that widened the base somewhat. Not having one here at work to look at I can't say for sure, but I know it was close.

Well as a heads up to everyone else we'll be checking for the 2" base, we didn't have too many fail for that last year, but do be aware! :)
