How can i maximize my improvement through pell work? watching the game i can conclude that one can only improve so much with a pell but if i wanted to waste as little time as possible and improve  the quickest what drills/techiques/ideas would be the best to do when talking about a pell? can dramatic improvement be seen with pell work? or is the majority of improvement done from people just playing dag for years and years?

You need both/all. The best fighters have developed from a combination of live experience, drills, and pell work. The pell is to teach you how to throw shots properly and to train all of those little muscles so that your shots become muscle memory and are automatically thrown correctly from that memory. It won't do you much good if you practice throwing them incorrectly. Use something heavier that will encourage you to use proper form (and help build those musskulls).

Fighters hit heavy bags, speed bags, pads, and so on, and they isolate various techniques and situations in training. If you want to excel in foam fighting, you need to take the same approach.

Good thing for pells is to tape certain sections.  IE leg, torso, shoulder, etc.  Practice those until you can throw them safely and accurately.  From there you just speed them up and practice them in combat.
