Wrap a piece of cloth over the axe head, starting at the back, going along one side of the flat, across the blade, over the other flat, and finishing at the back.
Handsew the seam under the axe head. Then remove the cover and (optional) sew over the seam you just sewed by hand on a sewing machine (for extra durability).
Trim the extra fabric (beneath the seam you just sewed), flip the cloth inside out (so the seam is hidden), and slide it back onto the axe head.
Tape the top closed with duct tape, then tape the back.
Viola!
